Overview

The primary purpose of this position is to perform contract administrative functions that include but not limited to assembling bid packages, managing the RFI process, receives, audits & tabulates contractor bid packages and processes contractor pay requisitions. Is responsible to track the schedule and budget for all the construction projects including small, minor, major, new, fuel and special projects which includes tracking in process, aggregate the data & generate progress reports. Frequently works with Accounting providing real-time information on the Construction Work in Progress (WIP) accounts. Coordinates the activities of the project management staff with other internal departments such as purchasing, merchandising and operations.  The incumbent is also required to perform all tasks in a safe manner consistent with company policies and state and federal laws.

The associate is responsible for the functions below, in addition to other duties as assigned:

  1. Interact with vendors, reset representatives, construction supervisors and multiple levels of management within the company to provide valuable project information about schedules & budgets.
  2. Review, prepares, and evaluates agreements prior to signature to ensure completeness, accuracy, interpret and influence performance requirements, delivery obligations, timelines, costs, and payment schedules with the goal of minimizing Weis Markets exposure to risk.
  3. Process contracts in accordance with company polices, legal and compliance requirements and specifications.
  4. Obtain bids, issue the appropriate work orders, review and approve invoices to ensure work completion within department guidelines.  Reconcile change orders, pay applications, purchase orders and invoices to ensure accuracy with contract documents.
  5. Compile information from bid documents to process various contracts and issue purchase orders for approved contracts.
  6. Summarize contracts, proposals and RFI’s as required to issue purchase orders. 
  7. Assisting with the development and maintenance of content library of commonly used contract formats, special conditions, and other project manager requirements.
  8. Plan, coordinate, and conduct contract compliance audits of providers at scheduled intervals for new and existing contractors and vendors to validate contract rates, schedules, insurance certificates, bonds and terms.
  9. Actively promote contract, business process or system improvements based on recurrent problems or opportunities for improvement.
  10. Create analysis documentation and provide reporting to Management at regular intervals to communicate non-compliance issues.
  11. Monitors project closeout documents for final payment to contractors.
  12. Maintains development, field and construction costing reports with management and posts on SharePoint site.
  13. Perform special projects as assigned.
  14. Provides administrative support functions for the director & project management team.

Job Qualifications

Associates degree in Business or construction management or related field, plus one (3) years’ experience in construction administration. Retail operations & merchandising experience is plus; or high school diploma or general education degree (GED) equivalent, plus five (5) years’ experience in construction administration, retail operations, merchandising; or equivalent combination of education and experience.  In addition, the associate should have knowledge of reading blueprints/planograms.
